Not supposed to, but they functionally do all the time.
Depending on circumstance (well-known politician coming to town, for example), certain sections of public property can, and will, be roped off and free speech/assembly/etc. will be relegated to designated "zones."
Moreover, while the gun laws in certain cities are not necessarily du jure bans, they end up being de facto bans in many cases.
Whether it should or it shouldn't is a different discussion, but there's precedent.
