The schools need the athletes to generate their huge profits and, best part, don't have to pay out much while capitalizing on their effort. Win-win for them. Hey and they also get a chunk of the sale of team jerseys with player numbers and the players see none of that - lol.
This isn't going to blow up anything, it'll just right the ship of a fucked up situation. Agree to contract with the player upon singing with a school of his/her choice. You have to stay in school for 3 years, behavioral clause, academic clause, here's your scholly, your base pay along with performance based incentives (capped too).
