It was a calculated risk. He figured there would be no difference in performance, and it would allow him to break the union and save the league a few million dollars (that is all this has been over).
When you do $10+ Billion a year in revenue, to risk the integrity of your brand (especially when Goodell has vowed to fight to the death to protect the integrity of the shield) over what amounts to a rounding error financially seemed foolish from the start, but greed will do that to you I guess.
Thankfully it blew up in his face, as he has learned a valuable lesson about needing to see the bigger picture when making decisions as it pertains to the league.
As we have seen, there is no substitute for experience when it comes to officiating. You can't just throw some guys in a room and expect them to perform at the level of a guy who has been out there for 20 years at the highest level.
It is not running a drill press where the operator is interchangeable as long as they can lift their arm up and down. The game moves at warp speed and you have to make snap judgement calls all the time.
In this case, experience is worth the extra money if it means a higher quality game and over all product.
