I was really shocked at when Holmgren drafted Weeden in the 1st, considering how he doesn't usually like to draft QBs in the early rounds. Maybe considering how old Weeden is coming into the league maybe changed his mind.

I think that along with the increased emphasis on the QB position in the current structure of the game. With the Favre and Hasselbeck trades, Holmgren never really had a need to draft a QB high. He always had a franchise QB at his disposal. Not the case in Cleveland. Needed to use a higher pick on a QB. He tried to get one several times (Bradford, Luck & RG3).
