It’s not that hard...block. How about jump and contest the shot? Rules change all the time, why are you stuck on the current language? Taking a charge is no longer a safe play in basketball. They need to get rid of it.
If you want to get technical and say it can happen anywhere, then limit this to no charges in the lane. The NBA has done a great job of adapting the rule of verticality. This further promotes it.
I like moving the line back but the shot clock reset is the dumbest rule in sports. I think that if you work to get the offensive rebound, you should get a full shot clock.

It’s only taking away the “bring the ball up” time. It’s fine and helps the game speed up a bit.

What are you talking about? You are really overthinking an easy solution to a huge problem in CBK.

Sure? Which is irrelevant to what I am discussing. But sure.
Its simple, if you are the primary defender on a ball handler, you can take a charge by being set and in position. If you are not a primary defender, you cannot. So when the primary defender gets beat on a drive, the help defense cannot take a charge, they must contest the shot; either by trying to block the shot, or by going straight up with the rule of verticality.
I’m failing to see what is confusing about this? Maybe the rule would need some tweaks...like I said, limit it to plays in the key? Or expand the semi circle and limit it to plays in the semi circle? Not sure, but it wouldn’t be hard to implement and would clean up the game. Players would adjust very fast. Took NBA players about 2 playoff series to adjust to the rule of verticality 5 years ago.
You said off ball charges, not secondary defender. Now you're starting to make a little more sense. So sticking with verticality... if the defender goes straight up, just play on? If the defender gains LGP, but does not jump, just play on? Or must a defender jump in order to not get a block called?
