It's not as "sexy" to the media. I live in Chicago, and have volunteered with organizations that target undeserved areas of the city. Every month my wife volunteers with an organization that helps young girls that have come from broken homes. I've helped with similar organizations for young black boys. The goal is to show them that they don't have to accept their less than desirable circumstances. We show them that there's more to life than drugs and violence. I bet the organizers of these groups would LOVE for Fox News, or CNN, or NBC Nightly News to come down and sit through a session. But they (the big media) won't.
All I hear, living in Chicago, is how awful the black on black crime rates are and how it's a serious problem. But no one ever provides any solutions to how to fix it. These organizations you speak of are out there helping, but no one ever talks about it. They just try to find blame for why the crime is such a colossal problem. Instead of that approach, they need to focus on the good people that are trying to help, to at least show some positive signs to the youth who are stuck in shitty situations.
But unfortunately, positive signs and progress don't really "sell". "Crime!! Murder!! The city is falling apart and no one cares!!" does sell though and is further damaging the issue.
