QUESTION ONE: They must trace their family tree to find the nearest relative who lived in a state with professional teams and claim those as their own due to being a transplanted fan. If they can't find any instances of an ancestor living in a state with professional teams, they forfeit their right to live due to having no honor and must commit suicide. That's why those states don't have cities large enough for pro sports teams. Seppuku-driven population control.
QUESTION TWO: Whoa...that's a good one. Others have proposed using I-70 as a line, but a person living in, say Mercer or Auglaize County might naturally be a Bengals fan due to being a hop, skip and jump from I-75 for a jaunt down there. But then, they also might be a Colts fan due to being close to that city, as well, and we all know that is forbidden. So since completely arbitrary things like state lines are used to judge what teams we may cheer for, other completely arbitrary things such as interstates also should be used. Now, Pennsylvania is different, as there is no vertically-bisecting interstate to separate fanbases, so I think we should simply say that counties in the west half of the state cheer for Pittsburgh, while those in the east half cheer for Philly.
