Technically, yes,.... but league sources expect this to be a permanent change.They are making the change for one season and then the (owners I think) will vote to keep or reject the rule permanently.
I was speaking in general for major rules changes....for instance the change a few years ago when kickoffs were moved forward resulting in a preponderance of balls kicked into the endzone resulting in touchbacks. Teams that invested in kickers with big booming legs were rewarded...teams that had allocated money towards kick return specialists were hurt. In the world of salary caps, changing rules affect salary allocations. one thing that I had heard related to this, is that with the risk/reward ratio changing in PATs vs. 2 point conversions, teams will devote more time to two point conversions...and more money to "2 point specialists" (whatever that may be).What personnel changes would be made due to moving PATs back?
You will also not be able to fake an extra point and go for 2....unless you want to take a 13 yard penalty.

2-point specialists make me think of Tebow and T. Pryor type QBs. Teams that go for two line up and do so traditionally.
As for a team putting $$ into a 2 point specialist...I just dont see it. Maybe a team will use a backup QB, like above in Tebow or Pryor, or whatever but I dont see a huge difference.
I get what you are saying and the only point I will give you is a team who spent $$$ on a return specialist because the touchbacks did hurt them.

As stupid as it sounds, the stadium usually had more electricity when they came out in those. Been there 2-3 times when they wore them.
