Yes, any body part could be considered sexual, that doesn't mean they should have to be covered up. Society views breasts as sexual no matter what the context, hence women can't run around topless. This also leads to skewed thoughts on if breastfeeding in public is acceptable. Those that don;t think it is acceptable need to realize that there is more breast skin exposed at a beach than the section you may happen to see when a baby is breastfeeding.
