My electric bill was $45. I paid it yesterday and my account is current.

Nope, two story house, all appliances electric (only gas things I have are furnace and water heater). If you'd change your light bulbs maybe yours would be that low too.

Update: old roommate simply just made a new move in account and we are good to go. They can't charge anybody because there was never an account in anyone's name.

Not sure how my post has anything to do with communist. In a free market, companies who can properly bill their customers in the long run will succeed and poor people who don't know how to think outside the box to avoid paying for services(think CC grads like QCB) will lose in the long run. Free market always works, always.
