Therein lies the problem: there are developers who are developing apps for android devices, but as of right now, you have devices running 1.5, 1.6, and 2.1 all over the place. Not to mention how many different types of hardware and processors are running the operating system, there are bound to be conflicts. Say what you will about Apple, but theres something to be said for controlling every aspect of a device from hardware, to software, and even 3rd party software (they have a VERY strict review system for submitting apps to the itunes app store).
I disagree to an extent. While I agree that the differences in the OS causes some problems in the App Market, I can honestly say that I have not had Force Close issues on my Droid, Backflip, Cliq, or Cliq XT. My Devour has been giving me some issues recently, but I think that can be attributed to a recent software update that has caused all kinds of problems (force close issues, battery draining, etc.). But overall, the rest of the Motorola Android lineup has not had issues with force closes or a bogged down phone caused by an overload of apps.
The Hero and Moment just aren't built that well and have some processor issues. THAT is where the problem is. As long as an Android phone has a good processor, it will be able to handle people downloading crazy soundboards and games and dumb applications that are completely useless but oh-so-fun.
