Our neighborhood as two odd "alleys". They both look like it but one is just a longer driveway for a house in the middle of the block, and the other is actually owned by the homeowners on the block and they can and do park there normally, usually in the summer.

I would try to be nice and polite at first. Always better to have friendly neighbors.
