So the neighbor consistently blocks the alley by parking in the middle of it, making it hard for us to get to the house/park sometimes. I was understanding in the summer as he was doing some remodeling in his backyard. Now, it's becoming a nuisance.

I wrote a note once about contacting authorities back in September because they were parked in my driveway. How long/what should I do before I actually make the call?

So one summer and now winter heading into Spring? Try and be reasonable. I'd give it 5 years before saying anything.

It really didn't happen through fall/winter, but it's almost daily now that the weather is getting nice. I just moved in on August, so I didn't want to be the new jerk neighbor, but I feel I've been fair enough.

Yeah, try to be civil about it. Even give them one more free pass. Then the next time it happens, after waiting for 30 seconds I start laying on the horn. If that doesn't fix it, start calling the cops (though good luck getting them there quick enough to do anything).

Or you can just ask him not to block your driveway. Although still a nuisance to have to drive back around the block to come in the other side of the alley.

But in general, you don't want to piss him off. No idea what kind of low-life jackass he might be, which ends up with you losing if he pays you back double for anything you do.
