And, you cannot state you have to be merciless on killing them on the one hand and speak about education in the other. No third party country is going to listen to you if you are killing mass quantities on their own people because you list them as terrorists.

Taking the stance of defense against terrorist is substaning the fight. Direct and precise offensive against know, confirmed terrorist and terrorist groups .. Not the people, you don't have the kill mass, just a few leaders and followers, to send the message. Take away the financial support, along with the local corrupted government leadership.
Yes you can be merciless against those who rape, murder and dominant with surpressing freedom and rights. Providing education to all, teaching the benefits of freedom of choices, giving the youth and women oppertuities. The locals will welcome the liberties of being educated, it's the goverment that may not welcome an educated population. Establish Christian base support and teaching for people to choose their faith and work together as "religion of peace"
i nor those who served with me, the sons and daughters of American, now the moms, dads and some grandparents only lost our innocents. Those of us that faced the enemy won every fight, those politicians that establish a weak, timid goverment, spineless commitment and a cowardly mentality of patriotism lost.
