Big 10 hasn't risen this year, though. I was looking at standings so far this year. In all the other BCS conferences, of two-loss teams, at most one is outside the Top 25. For the Big 10, of their three two-loss teams, only #24 Wisky is ranked. Only BCS conference with less respect is the former Big East, which has a one-loss team outside the Top 25.
That's the ugly thing about college football. It's derived off arbitrary bullshit, such as people guessing who'll be good before the season starts AND pre-conceived notions about conferences. In fairness, the Big 10 hasn't done anything this year to remove those notions, but when you start out the season essentially with a "one great team and a bunch of good to bad ones" reputation, that's a big hurdle to overcome. Every loss or ugly win is blown up by people to validate those notions and you're basically put into a no-win situation unless no one loses a single OOC game and the teams expected to be decent don't stumble at all against perceived lesser teams in conference play.
