I'm pretty sure cities/towns like Steubenville, Bellaire and Martins Ferry did not make the list because they are not big enough to qualify.

Akron, Canton, Toledo and Youngstown also make the list.
Well, Detroit has better sports teams. So I guess that is less of a reason to be miserable? And casinos in Detroit; Cleveland doesn't have theirs yet.

We're good friends with a guy from Stockton, I haven't been there but the guy swears it is like living in a third world country with the rampant unemployment and crime.

John Stockton should become the mayor of Stockton. I think it would automatically turn the city around. He could appoint Karl Malone his Postmaster of the city since he is the mailman.
