also, you'd have to check with the city of athens, not every city requires tow operators to be licensed. you never know with a place like athens.
If the guy is not hooked or has not booted the car, he has no right to hold the S&L's property hostage after S&L agreed to move his vehicle.
I actually had this happen to me about 8 years ago when I was in college. Parked in a lot that was for residents at an apartment building. When I came outside, there was a boot on my car with a sticker on the window and a number. I called, they guy told me I had to pay $35 to have the boot removed. I tryed reasoning with him to no avail. So after looking at how this particular boot was "booted" to my tire, I realized I could take the tire off, with the boot still hooked, and put my spare on. This is exactly what I did.
The next day I took a sawzall and sawed that bitch right off my tire. I looked up the boot online (it was called Bulldog boots, or something like that) and it was $300. So instead of this asshole just forfeiting the $35 fee and taking the boot off, he lost a $300 boot. I got the last laugh in that one!
I would have never gave the guy the $50. As others have said, I would have asked for identification and called the police and sat there all day waiting for him to either move or wait for the cops to show up.
