It's just a term thrown around to spring optimism in the fanbase. It's bullshit. "Oh we didn't do anything worth shit this year, but we're improving and we should be good here real soon" Yeah, bullshit.
Look at the Miami Dolphins a few years ago when they went 1-15; next year, they're division winners. I didn't see any .500 records in between the two seasons.
Look at the Chiefs last year (4-12), then look at them this year (10-6, hosting a playoff game). You see any "improvement years" in there at all?
In the NFL, moreso than any other league (so throw out your Cavs analogy, you and I both know it does take "improvement years" in the NBA to become championship caliber) you can go from shit to super bowl contenders in one off season. These so-called "improvement years" is just a bunch of political bullshit thrown out by coaches and FO staff to justify their failure to achieve success.
