I'm not so sure about that. It depends on what kind of acceptance policy OSU uses. Some schools use firm baselines and anyone who meets the requirements is automatically accepted and anyone who doesn't is automatically denied (I believe this is called rolling admissions, but I'm not sure, it's been 6 years since I applied to college). Other places have baselines that are more guidelines or recommendations as opposed to firm standards. If this is the type of system that OSU uses then it means that if you scored 23 or higher you generally get accepted or if you scored lower than you generally get rejected, but it's possible to get in for other reasons if you scored lower or to even get rejected of you scored higher. If this is the case then it's not just athletes who can get in with lower test scores, but you'll likely have great musicians, minorities, foreign students, etc. who receive the same type of exemption.
And I do believe that OSU's admission standards for athletes are higher than the NCAA clearinghouse requirements. We hear all the time about guys who go to MAC school who have Big Ten talents but couldn't qualify academically for OSU. And let's not forget about Darrell Clark who couldn't get into OSU because of academics but was accepted to Penn State. If both schools use the NCAA minimum as their standard then he would have been accepted both places.
