Over the last 5 years, only 12 teams (out of 160) have won 3 or less games. The Browns won 7 last year. Whether you think they are better or worse than in 2014, is up for debate, but factoring in historical data for 3-win or less seasons combined with the performance of the 2014 Browns, I'd set the odds of the Browns winning 3 or less games at about 20:1.
So if I'm BR, I'd take a bet given those odds. Something like he bets $5 to win $100. Otherwise, he'd be a fool to bet at 4:1 odds even if he truly believes that will be the result.

If their run defense was 2nd ranked I'd bet my ass their pass defense wouldn't be 2nd. Realistically, it would probably be the right thing to do but no coach in their right mind is going to do it if their job could be in jeopardy. If Pettine starts JFF and they win two games, looking horrible in the process, Haslam is still probably going to can him, regardless of his "we're not blowing it up" statement. At least with McCown, if they win 7 or 8, Pettine buys himself more time.
As fans, many would prefer starting JFF to see if has it or if he's terrible, you have your draft pick, but a head coach isn't going to think that way (usually).

I disagree with that. Pettine is going to start whoever is better. He isn't thinking, "Well i can win 7 games with McCown and save me a year or two, or I can start JFF who sucks and win 3 games and get fired."
