Probably that FIFA required all the new stadiums to be built like this in case of flooding, justifying how much money they mad Brazil (and those before them) spend lol. Terribly worded though.

NM. Appears the Tweet I read is wrong. Besler is in the starting line-up. Gonzalez is still awful though.
