Verizon shut down expansion of FiOS a couple years ago. It was just too expensive to do.

I don't know if it was so much that it was "too expensive" to do... more so that it simply wasn't profitable enough for them. If they had continued rolling it out they could have easily slammed the door in everyone elses faces (Google included) and pinned the market.
