It won't be backwards compatible, but neither will the PS4 (upgrades in architecture make it too difficult to bridge between the old hardware and the new). The PS4 did say old games would be downloadable.
The Kinect is part of the package and will not be sold separately, is my understanding. It will need to be connected for the console to work, but you won't be required to use it (that is, you can still use the old controller if you want). What that means for price could be a deal breaker.
Blocking used games, haven't heard anything about. We'll see on that one.

I am still leaning toward the One rather than the PS4 as a casual gamer, but as mentioned earlier, this will and has pissed off the hardcore gaming community.
