IIRC it has something to do with access rights and whether the ads are placed in an area with that content. I forget the specifics, but I'm pretty sure for example that if a picture of a nude girl were in the Mod forum it wouldn't be an issue as there are no ads there and the access is limited.

Basically this. You are supposed to be compliant on all public facing pages but pages behind a login not accessible to the public and without ads should be fine. That said, they are very vague with their rules. It's kinda shitty.
