Let me clarify:
Argumentum ad Hitlerum is only fallacious if the comparison is not apt, at least in what is being compared.
My old high school's shop teacher had a moustache that looked like Hitler's. By comparing him to Hitler, am I making the aforementioned fallacy? I'd submit not for two reasons:
1. I can describe/demonstrate the similarity I've drawn, and
2. I am not implying any additional similarity based on the one I can describe.
If someone's ideology is, indeed, similar to Hitler's, then it is not fallacious to draw the comparison any more than it is for me to draw a comparison between my old school's shop teacher's moustache and Hitler's moustache.
