Yes, effectively resigning, but did he get his pension? I would rather see ALL who resign/not run be denied their pension benefits because of their indiscretions. Other than losing face, there's no tangible consequence for those who behave in this manner. Perhaps if they were facing the loss of benefits they might be able to see what happens when you behave poorly. Unfortunately, we all know that Congress is the ultimate "good ol' boys club", where you get the golden parachute no matter what you do while in office.
