3. He went to the foreign affairs issue due to a clip of Bachman earlier this year, and he wanted her to clarify or backup her statements. Nothing wrong there.
4. From your article, give the money back. What does that mean? Will HHS just say here ya go Congress, here is 150billion in cash. (Can you take a check?) What then happens to the funds if they get them? Do they go to tax breaks or move over maybe to reduce the debt? How to you ensure those funds are fungible, if they are at all.
5. A better option is to zero out those funds for the budget this and next year. Simply eliminate the programs. They are never going to get the money back, because it was already spent or used.
6. On another note, I disagree on the method of which this thing was passed, but a couple billion on prevention or Medicare innovation (depends on results), is not that bad.
