That's correct O-Trap, and Krambman. Single function quotes are different from normal quotations in that you do not have to include punctuation inside the quotation marks. For example:
Who said "to thine own self be true"?
So basically, this occurs maybe 1% of the time in the English language. If you have something different like this, then yes, the question mark will go outside the quotation marks because you are using a quotation in a sentence that asks a question, but the quotation ends the sentence and is not part of the question-asking. Basically, the question mark is left outside the quote marks because it is referring back to the "Who said" part of the sentence, and not 'owned' by the quotation enclosed in the sentence. Whew!
Lol and yes, I have an English degree. And I still post horribly incorrect grammatical stuff all the time, because honestly, when you edit stuff like this all day long, you just don't care! But I'm on Fab's side, some stuff on here drives me insane.
