Reagan was theoretically correct in his assertions. His plan, upon being elected, was hobbled in every manner. And not just by Dems, but some Republicans and even himself. The Dems couldn't let him turn out to be right, same with the Republicans who favored other avenues of governance and Reagan himself helped to create new positions in govt that expanded it. And above all of those forces was the war spending, without any declaration of war.
I say all of this as somebody who likes Reagan. He was the best orator president in my lifetime that united so many factions of voters. Better then Bill Clinton, better than Obama. And what he did with Gorbachev, among others, was THE keystone historical event in my lifetime. Hands down. To watch on tv, in real time, people swarming The Wall and tearing it apart - knowing and imagining what that meant to them - was something that I will never forget.
But back to the point. Our govt insists on protecting it's snowball momentum at all costs. It will take a vast shock to the system and a long period of austerity to ever get our corrupt govt to ever return to manageable levels again and I don't have any faith that Trump is the one to do it. He might be able to get things started, only to have the next president/Congress to reverse any advancements.
But yeah, Reagan was cute to have his ideals.
