Unfortunately it is a pattern of failure for Cleveland QB's that has developed since their return to the league. And DA is the latest victim.
Like it or not Couch could have become an above average NFL QB he had the core skills to make it in the league. He was put on a team with no O lone, no direction and a joke of a head coach who didn't give two shits about his (Couch's) career, or his health. He was thrown to the wolves literally. After a couple of seasons in that system he became so gun shy because everytime he dropped back he was face to face with multiple defensive players.
Then came the one or two year starting qbs. They switched qbs nearly everytime they switched head coaches.
Finally they got a guy who showed some promise in DA and he was starting to develop into a solid qb. So what do they do? Draft a qb in the first round of the draft. The media, and the fans were calling for Quinn to start. That has to rattle the confidence of your starter. I remember seeing tee shirts being sold that read "BQ is my QB" and he hadn't even taken a snap in a game yet. How well would you perform at your job if while you were working everyone else in the company, your boss, and 80,000 people stood around and watched your every move, criticized your every move, and were cheering for some guy that just got hired to take your job?
DA got fucked by the Browns, but at least he isn't the only member of that club.
