I never thought about it. But my goal in life is to someday become that eccentric old man in the neighborhood, so today I shall carry one whilst on my walk.

I just wear a jacket with a hood or a hat. It is all about keeping my locks looking good.

I can't say it's ever crossed my mind to do this. I usually (eh....not even all the time) will wear something with a hood on it. That's about it.

If you have dress work clothes on, and if you want to keep the locks looking nice without putting a lid on the dome.. I can see some validity to the concept. Also... The type of snow wet/heavy vs. dry flurries, and if it changes from rain to snow and back may also be a valid reason. Having said all that... I would not do it.

I've done it when wearing nice clothes.

But I also throw soap away when it falls on the floor. So take it for what it's worth.

That said, I would never do it again after coming to the realization that another poster already has. Only delicate Chinese girls do this.

Funny you mention this. On my way home from happy hour yesterday it was snowing pretty hard and it was a really heavy wet and even icey snow. Some girl was walking with an umbrella and my friend was making fun of her....but really, not that bad of an idea. Whatever works when you have to walk everywhere and the elements are being blown diagonally straight into your face.
