Also, will the freeze impact the VA or the DOD? That is unclear right now. The VA does not need a freeze right now.

Did they also prevent contracting outside of the government in the 80's? I think trump wants to make some serious slashes to certain departments and agencies. There is more to this and if he does make those cuts, then I don't see how the freeze can't save money. I think we are about to see some big cuts to the EPA, and I can't say I will shed any tears for them.
