Driver may get manslaughter, although I think that is going to be a stretch. If you can't prove a "rough ride", then you have to argue the new restraint policy implemented just days before gets you to gross negligence (which I don't think it will).
The false arrest is apparently in conflict with the police investigation - will come down to the whether the knife is illegal or not, which you'd think would be fairly black & white when the knife and law are presented to jury for review.
Since the DA appears to be arguing the injury happened in the van, it doesn't look like you're getting anyone for excessive force (and there may just not be a case there if he had no other physical injuries or bruises).
The only charge I could see that might have some legs is if they refused medical attention or took too long. But if he was already fatally injured then that isn't manslaughter.
