It's not a "real" article.
Be warned: this is almost certainly completely wrong, the math almost assuredly does not add up and half of these contracts may not even be legal under salary cap rules. If you can ignore all of that, enjoy!

There were actually reports toward the end of the finals that he was planning to turn down the Bulls max offer and was seeking a short deal.

Definitely going to be an interesting FA period because a lot of players are going to take some risks on getting a bigger pay day by delaying signing a longer contract now.

Since the Bulls offered the 5 year max Jimmy can't take less than 3 guaranteed years from any other team. Shorter, but not the short term 2 yr guaranteed/3rd yr player option other players are seeking.

The only question is whether the Warriors will wait for Green to draw an offer on the market and then match it. That brings the risk of Green signing a shorter Chandler Parsons–style offer sheet — a deal that carries just two guaranteed seasons, plus a player option. The Spurs and Bulls can sidestep that pitfall by hitting Kawhi Leonard and Jimmy Butler, respectively, with “maximum qualifying offers” — ironclad five-year max deals, with no options for either side. When an incumbent team takes that step, any rival has to offer at least three fully guaranteed seasons, which would torpedo a Parsons-style plan.

But teams can use that weapon only with first-round picks, per cap experts. Green is a second-round pick, and that distinction robs Golden State of a crucial tool.

Anthony Davis and Leonard have both agreed to Max deals already.

Davis 5 years/$145m. He's the first guy to cash in on the new cap.

He can't, Bulls put a max qualifying offer sheet on him for 3 years and no options. Basically he plays for the Bulls or no one next year. Then the year after than he can go wherever he wants. Right now he's just got to decide (like Greg Monroe did) whether he's willing to take a chance on himself and sign for 1 year and low guaranteed money to free himself up for a big payday and what we supposedly really wants next year.
