Take a look, since the 70s, when the democrats control Congress, the debt/GDP ratio goes up. When the republicans control Congress, it goes down.

Presidents with their Office of Management and Budget draw up the Federal Budget, then Congress can make changes in it that are then sent to the President in a series of appropriation bills. Then President can then veto any of those appropriation bills of which he disapproves.
Congress can then try to override the veto. All these Presidents had veto
Reagan for example had 17 vetoes
4 overridden. Only one of those bills were appropriations bill. He went with all the rest of that spending that gave us that tripling of the debts. No where he was overridden more often in his efforts to protect racism here and in South Africa.
