Yeah, wasn't it something like how Rock agreed to a bet and then tried to welch out of it when he lost? Then when he finally agreed to do so, he tried to change the duration of the avatar from a long time to a week or month and when the "long time" part was enforced (by Justin, I think), he blew up and vanished.
So, if by "over-moderation", you mean "a mod/site owner enforcing that Rock live up to his end of a bet", then yes.
Not sure about how modding affected non, either. I don't remember any modding being done to him. I think he just left due to how he fell from being "knowledgeable sports fan" to "WTF" status after that whole "winning teams = smarter fans" thing that no one was going to forget...or let him forget.
Capone, yes. Mainly because he was pretty much permanent basement after about the millionth time he got sent here. I'm still not sure if he was a shitty troll or a good one, though. All he posted were about 500 variations on "cleveland sucks" or "mistake by the lake" followed by "hahahahaaaaa". But he did so constantly and ignored every comeback to continue doing so. Leading to the great self-policing fanbase winding having to constantly report posts so he'd be removed from their threads. So by sucking, not caring about how much he sucked and being a constant troll, he probably was as successful as anyone. Occasionally, thinthick would try to live up to that goal, but no one was usually able to figure out what he was saying because of how he was illiterate, so that didn't work so well for him.
