I don't know about quotas but you're kidding yourself if companies don't look at their staff and go "we need diversity" and then go hire a bunch of under qualified minorities to show they are diverse. This never happens the other way where there aren't enough white people working so the company goes out and hires a bunch of white people.
It's disingenuous to believe that minorities aren't given special treatment in the workplace just so the company can avoid lawsuits.
