I can't say if sleeper's lying or not about the 100s of engineers and needing quotas.
However, I can say as an engineer, he is correct about one thing. There are VERY FEW minority engineers in comparison to white males (and of course Asians).
I have worked at 5 different companies in my time as an engineer. In those business units alone (not the whole company, heck one of them was BFGoodrich, a huge company overall) there were easily 150 engineers in those 5 companies.
I am not exaggerating when I tell you that of those 150 engineers only 1 was black, and 2 were female. All 5 companies were in Ohio, 4 of which are in NE Ohio.
I understand, talking to some old professors, that the demographics are slowly becoming more diverse, but it is most certainly still dominated by white male students in BS engineering degree programs.
I am not speculating as to why this exists this way, just stating it as a fact.
