A lot of the mainstream stuff does. However, there's still some quality Hip-Hop being made. Pete Rock teamed up with Smif-n-Wessun last year and the result was a very good Hip-Hop album. It just takes some effort to find the good stuff or you have to know what artists/groups to look up.
