A policy is not social services. Sorry but you're incorrect here. I am under the impression that all schools have policies against such behavior.

It won't matter anyway because the most stringent policy won't stop bullying.

So the State mandated in 2007 all schools put a policy in place banning bullying? It either hasn't stopped bullying or the schools haven't done it. Which is it?

I just read an article on former pro football players committing suicide, so were they bullied too??

There has to be more going on with a person than just being "bullied" for them to kill themselves.

I remember quite a few kids who were outcasts and made fun of when I was in school. None of them killed themselves.

So the cause-effect here seems pretty weak at best.

the number of school hours is somewhat understated, many students spend hours a day riding the bus to and from school, many students spend several hours a week in extracurricular activities.

^^^^ Many students walk, take public transportation, ride with parents or drive themselves. The point is, school isnt equipped to handle this alone. They play a role, but with no support %from parents, community or society as a whole they will fail.

180 days a year, our school is 7 hours per for my total. Even if you factor in bus rides, that still only accounts for 16% or so.

the best enforced law never eliminates crime but reduces it, the best enforced bullying policy will reduce it and save lives.

I don't think I disagreed with this anywhere. I have, however, added to that premise. A school and a policy won't rid society of bullying...ever.
