To answer your question, imo they shouldn't be entitled to vote if they don't particpate. In fact there is a thread created to find ways to increase activity on this site... How do you know they read anyway? Do you check their profiles daily to see if they logged on?
I disagree with this. Plenty of people read every day but rarely post, and many of those people have been around as long as you or I. They are just as familiar with each member as someone who posts regularly. The whole issue (for me) is whether or not we had more than 4 people vote with multiple usernames.
