texting while driving ban

One commentary I read on it says that under 18 it bans all hand held electronic devices (phones, computers, iPads, tablets, etc) but I assume that means radio/etc is still ok.

Over 18 it doesn't even ban using a phone's apps, just specifically texting. Good luck enforcing that "no officer, I was not texting, I was playing Angry Birds".

From what heard: They can pull you over for texting, if you are over 18, you have to have a secondary violation to receive a citation.

So a gps would be prohibited, but a build in gps is ok?
