The ring leader was the guy on the top left. If you read the FBI affidavit on the plain dealer website you'll see it was pretty much the plan of these guys(scroll down to page 3 of the affidavit to get to the good parts). all the FBI did i believe was have an informant attend an OWS rally in cleveland and notice these guys and thats how it started.
