You're misunderstanding the use of property tax it seems. The tax isn't for the property, per se, but the tax money is used for projects such as revamping street lights, city buildings, local roads, sidewalks, etc... The money is pooled for city usage on on things of need basically.
It's not an actual personal property tax, but a real estate tax which includes the affixed land surrounding your home as well.
Some states have a personal property tax as well, which means you continue paying taxes on items such as vehicles, boats, etc..
I believe you could buy the land and build a house out in the middle of no where and never pay a dime of property tax after the place is paid off.
