I thought the NCAA cares more about creating less travel then matching up the top 2 with the 4th one

Im pretty sure that is very true for the 1st 2 rounds. But in terms of regional sites, not too sure on that. That was so obvious the foul was called because the ball didn't go in. The problem was the ball just went around the rim a bit so the ref waited...
