Like Snot, my background is also in commercial construction. On a project like this, ever piece and process involved is analyzed, specified and inspected. To think a company would try to save a dollar or two by substituting inferior materials is nearly impossbile. (Unless you have an inspector or two willing to look the other way). A company becomes the low bidder on projects like this by either being able to obtain required materials cheaper, has a work force willing to do the labor part cheaper, or is willing to make less profit on the project.
Changing materials on a whim is no simple task. One you have provided your submittals any deviation from them must be approved by a list of architects, engineers, and building owners. I have seen projects held up due to deviation requests.
In my opinion, these incidents are coincidenes.
