Why, because it might hurt someone in that institution who was not directly involved in the decision. The government could not hold an GM responsible for knowingly putting a dangerous car on the road and fining them. Why, because those fines might hurt in some way the employees and investors in GM. That is a license for institutions to do unbelievable harm, like the PSU folks allowed.
It is interesting as you read through the comments how you are unwilling or unable to condemn Paterno. You weasel around it.
Poor analogy because you are comparing criminal activity of a few individuals to culpable negligence on the part of a manufacturer.
Further, the NCAA does NOT have the authority to punish Penn State in this manner and the penalties levied go way beyond reason and violated due process. That Penn State initially accepted the penalties imposed
under duress means nothing because the punishment was levied without authority. Fortunately, a Pennslyvania state senator representing the taxpayers, had the courage to stand up to the bully NCAA and get the people off the hook for a $60 million fine for a
crime(not an NCAA rules violation) which they and 99.999% of the Penn State community DID NOT COMMIT.
The problem that I see with you and others on this site, ( not just in this case but others as well) is that you don't understand the rule and code of law, the division of authority, and the necessity of precisely following it. Vigilante justice...whether it comes from the Klan, the intolerant politically correct left, or a private/public organization exceeding its authority... cannot be condoned no matter how much our sensibilities are offended.
