Your cousin may get off, depending on how they want to go about prosecuting him. A deal may be the best option, because if it goes to court refusing a breathalyzer is pretty solid evidence for a police man. Even if he does get it reduced through a deal or whatever, refusing is an automatic 6 month suspension of driving privileges.

Let me explain my night. I watched Michigan win and was really happy about the game so I went out to celebrate. I go out to the bar and have one beer. On the way Home I get pulled over by a cop and get charged for a DUI. Fortunitly I am not a moron so I refused to blow. After a few hours I got my call and I called my cousin. He showed up and was angry from the start even though it was saterday night and he had nothing to do Sunday. He yelled at me and would not listen to my side of the story. He made me pay for his gas at a station by my home. While he took my 20 in to pay I took a piss in his gas tank. I hope his car breaks down on his way home, some family member he is.
