That's hardly the only reason. It's rare for a show to succeed, at least non-reality shows, on shock value and pushing the envelope alone. The main reason is these other networks are willing to take more risks and aren't afraid of a new formula. Nor do I see how the networks are really handcuffed because there's PLENTY of risque material. The networks aren't struggling because they can't drop a few f-bombs on the air. This is true only of Sopranos which doesn't work without authentic language. Rome, Deadwood, Weeds....those shows could easily air on network tv without any material loss of substance over increased restrictions.
Although, perhaps there is a relevant point with a significant difference in cost/revenue for cable programs - they don't rely on ad revenue alone nor do they incur the added expense to broadcast over-the-air.
