It's not that he did indeed forward them. It's that he hung his hat on confidentiality for his reason of not forwarding to compliance, and that he didn't know who to turn to with the information. That is a lie, because he turned to some PA businessman, or all people. You find out your star player commits a NCAA violation and you contact a businessman in another state, but don't inform your bosses? That just doesn't look good.

You can't compare Tressel's punishment to the players. Yes, the players committed a violation, but they are claiming that they weren't aware it was a violation. Tressel knew it was a violation when it came to his attention and then lied about it.
